September 1959 frame numbers started at 11101 and had reached 22001 by sept 1960, An old VMCC book which records all the bikes registered with them in 1991 shows 15650 and 12431 as a 1960 registered bike and 10077 and 18100 as being 1959 regixtered so best guess would make your bike a late 1959 or possible early 1960.
